Enterprise Analysis Planning

Objectives

The enterprise analysis planning task defines the assessment objectives, determines the scope of the project plan and finalizes the enterprise assessment project plan. "Scoping" is a key task within this first Comsys-TIM task. Once the project objectives and the overall scope are established, the enterprise assessment plan can be completed. Specific objectives of this task are identified below.

· Determine objectives for enterprise-wide assessment

· Establish scope of enterprise business areas and systems to be examined

Note: Enterprise is defined by segment of portfolio to be assessed and may not encompass "entire" organization's portfolio.

· Link information goals and assessment objectives to appropriate enterprise assessment planning tasks/steps

· Finalize enterprise assessment tasks, steps, roles and deliverables

· Deliver completed enterprise-wide assessment work plan

Entrance Criteria

The entrance criteria for the enterprise analysis planning task is listed below.

Note: This stage, unlike other Comsys-TIM stages, lends itself to stand alone execution and does not rely as heavily on being scenario driven. Scenarios that do utilize this stage include the Century Date Change and Business Re-engineering Support scenarios.

· Basic understanding of what encompasses an enterprise-wide assessment

Note: Participants should review Enterprise Redevelopment Planning stage overview section.

· A general idea as to the scope of the functional areas and related systems to be assessed

· Cross functional authorization to assess application systems

· Access to management and user personnel, as defined in Roles/Skills section, required to complete this assessment

Roles/Skills

The personnel and skill requirements necessary to meet the enterprise analysis planning task objectives are identified below.

· Redevelopment Expert

- Subject matter expert with ability to plan and implement an enterprise-wide redevelopment assessment

· Application Area Manager

- Ability to define application names and functional area boundaries

· Project Manager

- Ability and authority to create work plans, assign resources and manage work flow of redevelopment project

· IS Management/Executives

- Knowledge of strategic and near term IS goals and ability to set objectives for enterprise redevelopment assessment.

Input Requirements

The system components and related inputs required to initiate and complete the enterprise analysis planning task are listed below.

Definitions: Business area defines a functional component of an enterprise, regardless of IS issues. An application area bounds related systems supporting a given business unit. Systems physically delineate a segment of the information asset within a business area.

· Baseline list of motivational factors as to why this assessment is to be performed

· List of business areas for segment of enterprise to be assessed

· Blank copy of the Enterprise Summary Form 040 

Note: This involves creating a general list of applications. The more specifics that can be gathered regarding size, related systems and system boundaries, the more refined the planning process.

· List of strategic information goals for the IS organization

Optional: Based on use of a given scenario

· If a Comsys-TIM scenario is followed, the symptoms, requirements, approach and steps for that scenario

Tool/Technology Support

Technologies supporting this task include project management, spread sheet and word processing tools. Secondary tools, referenced in subsequent tasks of this stage, include strategic planning products that may have been used to represent strategic plans, goals and work flows. While not directly required for this task, these planning tools may be a vehicle for representing information required as input to this task.

Project management tool

Tool support for this initial analysis task includes project planning and management capabilities. This includes the ability to depict work tasks and dependencies, deliverables, roles and work task estimates. Comsys-TIM requires that this level of detail minimally be defined at the step level.

Prepackaged Comsys-TIM work plan files have been created within certain project management tools. These are defined within the tool section of each step within this task. These packaged work plan files define all Comsys-TIM scenarios, as well as this stage, as a baseline from which to further customize specific project plans.

Project planning tools are highly recommended, but not an absolute necessity for this task.

Spreadsheet

Spreadsheet tools offer a convenient format for recording much of the information gathered throughout this stage. In fact, Comsys-TIM forms have been loaded into certain spreadsheet tools (see the step level tool guidelines for specific tools) to facilitate data entry and analysis. Initial lists of targeted business areas and related systems are entered within this step.

While highly desirable, spreadsheets are not essential to this task.

Word processor

Word processing tools support the documentation of information goals, project related objectives and analysis. In the absence of the other tools identified for this step, a word processor is required.
